Dear Residents of Norwood, Orchards, Gardens and Oaklands who fall under the NORA Residents Association,
It has become increasingly clear that our area requires a more structured approach to managing the ongoing service-delivery challenges we face daily. WhatsApp groups are no longer an effective way to deal with the volume of issues, and we need a system that allows proper tracking, reporting, and escalation to both councillor and City/Mayoral levels.

To address this, we are introducing a new communication and fault-logging platform for all residents and businesses. This system will integrate directly with the City’s reporting channels, allowing us to obtain reference numbers, follow up on issues on your behalf, and ensure proper closure. Only verified residents will have access to the platform, ensuring POPI compliance and reducing the risk of criminal monitoring often seen on WhatsApp groups.

As part of a broader strategy to improve service delivery, we are also exploring the establishment of City Improvement Districts (CIDs). A CID is a defined area in which property owners pay a small additional rate to fund enhanced municipal services and upgrades. Proposed fees will be shared soon and benchmarked against other successful CIDs.

To ensure transparency and continuity beyond the current volunteer-based RA committee, NORA and the NBA will be brought under one umbrella, and an independent management company will be appointed to oversee CID operations, supplier appointments, and financial accountability.

The communications platform provider—an NPO—will offer its services at no cost and will manage subscription collections should a CID be approved by residents through a formal referendum. Section 18A certificates can be issued where applicable.

  • After Registering, You Will Be Required To Complete The Rest Of Your Profile
